Summary

The Information Technology Infrastructure Library (ITIL) is a set of concepts and practices for managing Information Technology (IT) services (ITSM), IT development and IT operations.
ITIL gives detailed descriptions of a number of important IT practices and provides comprehensive checklists, tasks and procedures that any IT organization can tailor to its needs. ITIL is published in a series of books, each of which covers an IT management topic. The names ITIL and IT Infrastructure Library are registered trademarks of the United Kingdom's Office of Government Commerce (OGC).

Homeland security is an umbrella term for security efforts to protect the United States against perceived internal and external threats. The term arose following a reorganization of many U.S. government agencies in 2003 to form the United States Department of Homeland Security after the September 11 attacks, and may be used to refer to the actions of that department, or the actions of the United States Senate Committee on Homeland Security and Governmental Affairs, or the United States House of Representatives Committee on Homeland Security. The term is currently not in use in any other countries.

Summary

Free trade is a system of trade policy that allows traders to act and transact without interference from government. According to the law of comparative advantage the policy permits trading partners mutual gains from trade of goods and services.
Under a free trade policy, prices are a reflection of true supply and demand, and are the sole determinant of resource allocation. Free trade differs from other forms of trade policy where the allocation of goods and services amongst trading countries are determined by artificial prices that may or may not reflect the true nature of supply and demand. These artificial prices are the result of protectionist trade policies, whereby governments intervene in the market through price adjustments and supply restrictions. Such government interventions can increase as well as decrease the cost of goods and services to both consumers and producers

Summary

A country's foreign policy, also called the international relations policy, is a set of goals outlining how the country will interact with other countries economically, politically, socially and militarily, and to a lesser extent, how the country will interact with non-state actors. The aforementioned interaction is evaluated and monitored in attempts to maximize benefits of multilateral international cooperation. Foreign policies are designed to help protect a country's national interests, national security, ideological goals, and economic prosperity. This can occur as a result of peaceful cooperation with other nations, or through exploitation. Usually, creating foreign policy is the job of the head of government and the foreign minister (or equivalent). In some countries the legislature also has considerable oversight. As an exception, in France and Finland, the head of state is responsible for foreign policy, while the head of government mainly deals with internal policy. In the United States, the head of state (the President) also functions as the head of government.

Summary

A flat tax (short for flat rate tax) is a tax system with a constant tax rate. Usually the term flat tax refers to household income (and sometimes corporate profits) being taxed at one marginal rate, in contrast with progressive taxes that vary according to parameters such as income or usage levels. Flat taxes offer simplicity in the tax code, which has been reported to increase compliance and decrease administration costs.
Flat tax schemes that allow a tax exemption for household income below a cutoff level are not true proportional taxes, because, for household incomes below the cutoff level, taxable income is less than total income.

Different forms of energy include kinetic, potential, thermal, gravitational, sound, light, elastic, and electromagnetic energy. The forms of energy are often named after a related force. An oil is any substance that is liquid at ambient temperatures and is hydrophobic but soluble in organic solvents. Oils have a high carbon and hydrogen content and are nonpolar substances. The general definition above includes compound classes with otherwise unrelated chemical structures, properties and uses, including vegetable oils, petrochemical oils, and volatile essential oils. All oils can be traced back to organic sources.

Summary

Education or teaching in the broadest sense is any act or experience that has a formative effect on the mind, character or physical ability of an individual. In its technical sense education is the process by which society deliberately transmits its accumulated knowledge, skills and values from one generation to another.
Teachers in educational institutions direct the education of students and might draw on many subjects, including reading, writing, mathematics, science and history. This process is sometimes called schooling when referring to the education of teaching only a certain subject, usually as professors at institutions of higher learning. There is also education in fields for those who want specific vocational skills, such as those required to be a pilot. In addition there is an array of education possible at the informal level, such as in museums and libraries, with the Internet and in life experience. Many non-traditional education options are now available and continue to evolve.

Political Issues: Drugs

Summary

A drug, broadly speaking, is any substance that, when absorbed into the body of a living organism, alters normal bodily function. There is no single, precise definition, as there are different meanings in drug control law, government regulations, medicine, and colloquial usage.
In pharmacology, a drug is "a chemical substance used in the treatment, cure, prevention, or diagnosis of disease or used to otherwise enhance physical or mental well-being." Drugs may be prescribed for a limited duration, or on a regular basis for chronic disorders.
Recreational drugs are chemical substances that affect the central nervous system, such as opioids or hallucinogens. They may be used for perceived beneficial effects on perception, consciousness, personality, and behavior. Some drugs can cause addiction and habituation.
Drugs are usually distinguished from endogenous biochemicals by being introduced from outside the organism. For example, insulin is a hormone that is synthesized in the body; it is called a hormone when it is synthesized by the pancreas inside the body, but if it is introduced into the body from outside, it is called a drug.
Many natural substances such as beers, wines, and some mushrooms, blur the line between food and drugs, as when ingested they affect the functioning of both mind and body.

Political Issues: Don't-Ask-Don't-Tell

Summary

Don't ask, don't tell (DADT) is the common term for the policy stopping openly gay, lesbian, and bisexual individuals from serving in the United States military, as mandated by federal law. Unless one of the exceptions applies, the policy prohibits anyone who "demonstrate(s) a propensity or intent to engage in homosexual acts" from serving in the armed forces of the United States, because "it would create an unacceptable risk to the high standards of morale, good order and discipline, and unit cohesion that are the essence of military capability." The act prohibits any homosexual or bisexual person from disclosing his or her sexual orientation or from speaking about any homosexual relationships, including marriages or other familial attributes, while serving in the United States armed forces. The "don't ask" part of the policy indicates that superiors should not initiate investigation of a service member's orientation in the absence of disallowed behaviors, though credible and articulable evidence of homosexual behavior may cause an investigation. Violations of this aspect through persecutions and harrassment of suspected servicemen and women resulted in the policy's current formulation as don't ask, don't tell, don't pursue, don't harass.

Summary

Capital punishment, or the death penalty, is the execution of a person by judicial process as a punishment for an offense. Crimes that can result in a death penalty are known as capital crimes or capital offences. The term capital originates from Latin capitalis, literally "regarding the head" (Latin caput). Hence, a capital crime was originally one punished by the severing of the head.
Capital punishment has in the past been practiced in virtually every society, although currently only 58 nations actively practice it, with 95 countries abolishing it (the remainder having not used it for 10 years or allowing it only in exceptional circumstances such as war). It is a matter of active controversy in various countries and states, and positions can vary within a single political ideology or cultural region.

Summary

Crime is the breach of rules or laws for which some governing authority (via mechanisms such as police power) may ultimately prescribe a conviction. Individual human societies may each define crime and crimes differently. While every crime violates the law, not every violation of the law counts as a crime; for example: breaches of contract and of other civil law may rank as "offences" or as "infractions".
When informal relationships and sanctions prove insufficient to establish and maintain a desired social order, a government or a sovereign state may impose more formalized or stricter systems of social control. With institutional and legal machinery at their disposal, agents of the State can compel populations to conform to codes, and can opt to punish or to attempt to reform those who do not conform.

Political Issues: Climate Change / Global Warming

Summary

Climate change is a change in the statistical distribution of weather over periods of time that range from decades to millions of years. It can be a change in the average weather or a change in the distribution of weather events around an average (for example, greater or fewer extreme weather events). Climate change may be limited to a specific region, or may occur across the whole Earth. It can be caused by recurring, often cyclical climate patterns such as El NiƱo-Southern Oscillation, or come in the form of more singular events such as the Dust Bowl.
In recent usage, especially in the context of environmental policy, climate change usually refers to changes in modern climate. It may be qualified as anthropogenic climate change, more generally known as "global warming" or "anthropogenic global warming" (AGW).
Global warming is the increase in the average temperature of Earth's near-surface air and oceans since the mid-20th century and its projected continuation. Global surface temperature increased 0.74 ± 0.18 °C (1.33 ± 0.32 °F) between the start and the end of the 20th century. The Intergovernmental Panel on Climate Change (IPCC) concludes that most of the observed temperature increase since the middle of the 20th century was caused by increasing concentrations of greenhouse gases resulting from human activity such as fossil fuel burning and deforestation. The IPCC also concludes that variations in natural phenomena such as solar radiation and volcanism had a small cooling effect after 1950. These basic conclusions have been endorsed by more than 40 scientific societies and academies of science, including all of the national academies of science of the major industrialized countries.
